Abroad after again establish living

Question by addition: Do I need to establish CA residency all over again after living abroad?
I am US citizen and I had lived in California for nearly 8 years from 1997 to 2004. Then I left California and lived overseas, until now. If I return to CA next year, and enroll in a university, would I be considered a CA resident and pay in-state tuition, or would I be paying out-of-state tuition?

You must establish residency again. If you had a permanent address in California, you are still a resident.

My uncle just applied for retirement back in the beginning of October and he’s 62 years old (Born in 1949). They asked him when he wanted to retire and he said by the end of October, but then he decided he wants to work an additional 2 weeks in November and so does he need to notify Social Security this decision?

NO, he is allowed to make about ,000 then if he goes over the limit SS admin takes away for every over the limit. The limit is doubled if wife is not working.
